If California’s Chase Garbers can stay healthy, he’d likely go from No. 3 to No. 1 on this list. He was held to just nine games and seven starts last season. In the seven games he started, the Golden Bears went a perfect 7-0 when he was out of the lineup, they just went 1-5.

The 6-foot-2 quarterback threw for 1,772 yards with 14 touchdowns and just three interceptions. He completed 61 percent of his passes and posted a quarterback rating of 148.9. He led Cal to a 35-20 Redbox Bowl victory over Illinois after throwing for 272 yards and four touchdowns.

If healthy, Garbers has a chance to be California’s next great quarterback and that potential mixed with the sample size of greatness he has shown earns him a spot on this list.

Clay Helton’s future as head coach of the USC Trojans may depend on the success of quarterback Kendon Slovis. If that’s the case, he should feel pretty good.

As a freshman in 2019, Slovis stepped in after former five-star prospect JT Daniels suffered a torn ACL. He would salvage the Trojans season by throwing for 3,502 yards with 34 touchdowns and just nine interceptions. He completed a remarkable 72 percent of his passes and posted a quarterback rating of 167.6 and earned the Pac-12 Freshman of the Year award.

With his outstanding season, Daniels decided to leave town entering the transfer portal, solidifying Slovis as the starter for at least the next two seasons. This shouldn’t turn out to be a problem for USC as Slovis is already a top quarterback in the conference.

While Slovis won the 2019 Pac-12 Freshman of the Year award, many believed it should’ve gone to Arizona State’s Jayden Daniels.

Daniels was a human highlight reel as a freshman last season throwing for 2,943 yards with 17 touchdowns and just two interceptions while rushing for 355 yards and three touchdowns. He led the Sun Devils to wins over then-No. 15 California, No. 6 Oregon and Florida State in the Sun Bowl all as a true freshman.

The sky is the limit for Daniels and he will enter the 2020 season as the top dog among Pac-12 quarterbacks.
