Power Ranking each Top 10 team’s performance in the transfer portal

There are plenty of criticisms of James Franklin and nearly all of them are fair, but Franklin’s greatest strength is keeping his team together. He had just five outgoing transfers after another disappointing season with losses to Michigan and Ohio State.

None of those outgoing transfers were significant pieces in 2023 and wide receiver Dante Cephas who is the biggest loss, was a massive disappointment in his lone season in Happy Valley.

The problem is that Franklin didn’t make much of a splash with additions in the portal. Penn State added two SEC cornerbacks Jalen Kimber from Florida and A.J. Harris from Georgia and brought in two former PA No. 1 recruits with offensive tackle Nolan Rucci from Wisconsin and wide receiver Julian Fleming from Ohio State.
